Humidity Problem

No surprise here, someone with a humidity problem!

Well I have a humidor (20, filled), it was properly seasoned, I have a digital hygrometer, and not one but TWO 72 Boveda packs due to the low humidity. Granted, I'm sure the weather has something to do with it, but with the temp at a steady 70, out of the sunlight, away from any vents, my humidity is currently sitting at 61% and I cannot raise it.

I've tried putting a small cup of distilled water in it in the past, and this will raise it a bit to 65%, which I'd be happy with, but I shouldn't have to do this, should I? And as soon as the cup is removed it drops back down to unacceptable levels.

Admittedly, it is a crappy humidor, bought it for around $50, glass-top, but I've checked the seals and everything seems good, so I don't know what's going on with this.

I am new to the hobby/interest, so any help would be greatly appreciated, as much as I'm sure this thread is flooded with posts just like this one.
