cigar oil

I have order Rocky Patel Maduro Sel. This is my second order of them. Here is my question. On my last order they were really oily. So much that it felt like you were picking up a kleenex with lotion in it. My guess is they do something to make them this way instead of what is natural. Has anyone ever heard of this?
 
I don't know the cigar - but usually the oil is from the leaf.

These days who knows?
I doubt it, but not knowing this cigar I can't be 100%.

Rocky Patel has assured us that he uses only purified water and no sprays of any kind.
 
Just to help on the cigar. They are Maduro Selects.
