im sure the meter moves, but it looks to me like its just another way to get 20 bucks from people, nothing more. you can tell if a cigar is dry by squeezing it, if it crackles its dry. if the foot looks flared out its probly too moist.
 
Yeah makes no sense to me... Plus that probe thing might open up the cigar too much making the draw TOO loose. As long as your cigars have been in a properly humidified humidor for a week or so, you should know exactly what the moisture content is.
